             Legion calls for criminal investigations at VA         Phoenix report confirms dishonest scheduling procedures are 'systemic'             WASHINGTON (May 28, 2014) - American Legion National Commander Daniel M. At the 2014 American Legion Department of Michigan Summer Convention the following By-Law Change is being proposed. His record as the head of the Department of Veterans Affairs, however, tells a  story of bureaucratic incompetence and failed leadership.
